Report Illegal Youth Sales

It is illegal in Philadelphia to sell cigarettes, cigars, e-cigarettes or any type of electronic smoking device, chew, or pipe tobacco to anyone under age 18.

Despite the law, retailers across the city continue to sell tobacco products to underage youth.  Illegal youth sales contribute to youth and adult smoking.   A single cigarette or pack can lead to a lifetime of addiction.

If you are a retailer who sells tobacco, remember:  

  • It is illegal to sell to anyone under the age of 18.
  • Ask for ID of anyone who appears under the age of 27.
  • An age warning sign must be posted.
  • It is illegal to sell loosies to anyone of any age- a loosie is an  out of package cigarette or a cigar without  a UC code.
